At the start of the Covid-19 outbreak, a lack of a sense of urgency seemed to be the hallmark of Cambodia’s response to the pandemic. Prime Minister Hun Sen refused to wear medical face masks, castigated journalists for “blowing the outbreak out of proportion with their coverage,” and rejected calls to ban flights from China, asserting that the real disease in the country is the “disease of fear.”
