On 16 January 2023, the International Commission of Jurists (ICJ) made a submission to the Committee on Economic, Social and Cultural Rights on Cambodia’s implementation of and compliance with the International Covenant on Economic, Social and Cultural Rights (ICESCR).
The ICJ’s submission expresses concern about the fact that:
- The establishment and development of Special Economic Zones (SEZs) have resulted in human rights violations and abuses of economic, social and cultural rights (articles 1, 6, 7, 8, 9 and 11);
- Through arbitrary restrictions on free expression and information during the COVID-19 pandemic, the authorities have censored health-related information and prevented people’s participation in health-related matters, in violation of the right to health (article 12); and
- Human rights defenders and trade unions working on economic, social and cultural rights have been prosecuted and convicted under laws that are not human rights compliant.
